How intelligent can a aquarium fish be?

My hamster has a separate level cage where the lowermost is a glass tank and on crowning is a metal piece that slips over the aquarium crowning with ramps etc. My boyfriend and I hadn't been bag for 2 nights, we were visiting family. When we went into our room to feed our hamster yoshi and visit with him he was in the top and was walking around every potty as if he didn't undergo where he was going or even where he was at. He's been in this detain over a year and every his toys etc. are all in the same place as they've always been. He was also limping it looked like and walking around very slowly. When he managed to get to the lowermost part of his detain he was scratching at the glass and travel around still as though he had no intent where he was.
